The CCAA will accomplish these goals through our major programs, including:
Training, Technical Assistance, and Capacity Building (T/TA/CAP)
The Training, Technical Assistance, and Capacity Building (T/TA/CAP) program entails a wide range of training and technical assistance services tailored to the specific needs of our partner organizations across the state and Region 8 (Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming). Our subject matter experts offer guidance on program development, financial management, fundraising, evaluation, and other essential areas as well as direction on meeting the minimum capacity requirements of federal and state programs and adhering to the Federal Uniform Guidance. The T/TA/CAP program assists partner organizations in strengthening their capacity to deliver high-quality services and achieve sustainable impact by focusing on organizational development, leadership development, and strategic planning. The T/TA/CAP program also encompasses scholarships to support professional development and training opportunities for both CCAA internal staff and board, and staff and board members at our partner organizations to promote the adoption of linkages, best practices, and innovative approaches to address poverty (including performance measurement and management techniques). Additionally, the T/TA/CAP program organizes the CCAA’s regular statewide conferences and regional forums to connect stakeholders, share best practices, and foster collaboration among organizations working to address poverty and providing opportunities for networking, learning, and inspiration.
Volunteer Income Tax Assistance (VITA)
The Volunteer Income Tax Assistance (VITA) program empowers Colorado households, especially those with low-income or reside in rural areas, to maximize their tax returns and achieve financial stability through free tax preparation services by an IRS certified volunteer tax preparer. The program supports a network of VITA sites across Colorado, offering resources, technical assistance, and quality assurance to ensure accurate and efficient tax preparation and resources to ensure annual operations in hard-to-reach communities and under-served populations. The program offers comprehensive training and financial resources and support to the VITA sites and their volunteer tax preparers, and through this support seeks to engage with communities to raise awareness about the availability of free tax help, tax credits, and deductions.
Community Services Block Grant Balance of State (CSBG BOS)
The Community Services Block Grant Balance of State (CSBG BOS) is the program transforming the CCAA into a Colorado CSBG Eligible Entity for historically hard to serve communities/counties in Colorado and is a multi-year approach to identifying and providing services and strategies in the service areas of Huerfano, Las Animas, Moffat, Montrose, Ouray, Routt, and San Miguel counties. The program entails structuring the CCAA staffing and the Tripartite Governing Board to ensure compliance with the CSBG Act and DOLA program requirements, including conducting a three-year comprehensive needs and resources assessment that identifies the causes and conditions of poverty in the service areas as well as key areas of needs both by households and families and by local partner agencies and communities. The regular Community Needs Assessment is used to create and implement a three-year Community Action Plan that outlines the CSBG-funded services and/or strategies that are implemented using the 90% CSBG Allocation appropriated for those services areas (funds are provided to each county based on the proportion of individuals at or below poverty according to the Census Bureau ACS data).
Diaper Distribution Demonstration and Research Pilot (DDDRP)
The Diaper Distribution Demonstration and Research Pilot (DDDRP) program positions Colorado as a member of the Federal Health and Human Services, Administration for Children and Families, Office of Community Services (OCS) 4th cohort in the Diaper Distribution Demonstration and Research Pilot. Through the DDDRP program, the CCAA partners with Wee Cycle to expand diaper distribution throughout the state to increase mobile programming and build satellite distribution hubs to increase service delivery, especially to rural and to underserved populations.
